The first thing to compare: the minimum term
Many website offers for small businesses lock you in for several years. A lawyer describes a 48-month contract at €85 a month, over €4,000 in total, with no way out before the end unless you pay the remaining instalments. Here is what the agencies on this list publish:

- Clickzou: no commitment after 12 months, then 30 days' notice.
- Uniweb: says its support has no minimum term.

Your images are made in-house
A custom site with stock photos is still a site like any other. Capturit is also a production agency: your films, your photos and your drone shots can come from the same team.
When not to choose us
If you want to own your website's code, this subscription is not for you. When you leave, you take your text, your images and your product database with you, free of charge. The code and design stay with Capturit, which maintains them, and the site cannot be transferred.

Clickzou is a web and digital agency founded in 2013 by Jean-Christophe Castanet, on impasse de la Colombette in Toulouse. It claims more than 300 projects and a Google rating of 5 out of 5 from over 40 reviews. Its day-to-day team is four people, with 25 freelancers and 4 partner agencies in Europe.
It sells subscription packages from €50 to €590 excl. VAT a month, plus set-up fees of €500 to €5,900, with no commitment after 12 months. It says it hands over files, access and databases when you leave, and lists Alps Ski Transfers. Choose it for a fixed-price package, if you want to take your files with you.
3. Horizon, website design in Toulouse
Horizon has been a website design agency since 2012, on rue Louis Courtois de Viçose in Toulouse, with other offices including Bordeaux and Montpellier. It works for small businesses: websites, SEO, Google Ads and Google Business, with an in-house AI called Oscar.
It lists Capitole Déménagement in Portet-sur-Garonne, See Picard in Blagnac and DJ Stores in Toulouse. Choose it for a website and its local SEO under one roof.
4. Kwalt Digital, B2B web agency in Toulouse and Bordeaux
Kwalt Digital is a web agency founded in 2013, focused on B2B websites, with a single point of contact and a network of more than 30 experts brought together as a team for each project. It handles new builds, redesigns, conversion optimisation, CRM and ERP integration, and advertising.
Its projects start at €3,000. It claims more than 247 sites delivered and lists Groupe Grimaud, Vital Meat and Cléone. Choose it for a B2B site that needs to talk to your sales tools.
5. Uniweb, local web agency in Ramonville-Saint-Agne
Uniweb is an agency founded in 2018 by Pierre Prat, who claims more than 20 years in web work, on avenue Tolosane in Ramonville-Saint-Agne. It builds WordPress and WooCommerce sites and handles maintenance and troubleshooting, SEO, advertising and automation.
It shows 4.9 out of 5 from 39 Google reviews, offers a free assessment and says its support has no minimum term. It lists Du côté de chez soi, Baratin and Accord Médical. Choose it for a closely supported WordPress site.
6. Advency, web development in Toulouse and Paris
Advency is an independent web agency founded in 2013, on rue du Languedoc in Toulouse, which claims 14 staff and more than 300 projects. Its ground is technical: Drupal, Symfony, React, mobile apps, APIs and business software.
It lists Météo-France for the overhaul of its web ecosystem, Expertise France and the American University of Paris. Choose it for an institution or heavy development work.
7. Pam, branding and Shopify studio in Toulouse
Pam is a branding and e-commerce studio on quai de Tounis in Toulouse, by appointment only, which claims more than 120 projects since 2019. It builds Shopify shops, custom brochure websites and brand identities, with particular experience in fashion.
It lists Arizona Love, Laurence Bras and Goodmoods Éditions. Choose it for a brand that sells online.
8. toonetcreation, web agency in Toulouse
toonetcreation is a web agency founded by a trained engineer, which claims more than 20 years' experience, 150 projects and over 200 clients. It handles website design, redesigns, e-commerce, visual identity, SEO and paid search.
It lists Les Halles Créatives, Inddigo and Cap International. Choose it to connect the website, its visibility and your strategy.
Web agency or freelance web developer?
A freelance web developer suits a specific need and a tight budget, if you know who writes, who designs and who will take the site over if they stop. A web agency brings these skills together. Either way, look at live sites in a trade close to yours, and ask who maintains them.
What to ask a web agency
- How long am I tied in, and what is the notice period?
- What do I get back when I leave: the code, the files, or just the content?
- Who builds the site: the agency's own team or a subcontractor?
- What does the price include: hosting, updates, changes?
