Web agency or freelance developer in Perpignan: how to choose, with prices

Samy LazraqSamy Lazraq6 min read

A freelancer costs less than an agency. That's true on the day you sign, and even that isn't certain.

In Perpignan, prices overlap: a freelancer's brochure site starts anywhere from €325 to €1,200, an agency's from €690 to €1,500. And the labels are no more reliable. LMWEB, an agency at Tecnosud, also presents itself as a WordPress freelancer. Élodie Gaborit, a freelance webmaster, named her site Agence Web Création.

So the question isn't the one you think. ‘Agency’ doesn't guarantee a team, and ‘freelance’ doesn't guarantee a low price. If you're torn between a web agency in Perpignan and a freelance web developer, look instead at who will write the code, and what happens the day that person stops answering.

Web agency or freelancer in Perpignan: the short answer

Choose a web agency if the site has to last several years without depending on one person, or if it needs several skills at once: design, code, copy, images, SEO. A freelance developer is enough for a simple site, if you can wait when they're unavailable. In Perpignan, the starting price doesn't separate the two. What does is what happens after launch: who answers, who has the logins, and who owns the code.

Published prices in Perpignan, on both sides

Collected on 5 November 2026, from each provider's website. These are starting prices, and they don't all cover the same thing.

Freelancers

  • Creerweb: brochure website from €325 incl. VAT.
  • PhoenixCode: brochure website from €800, e-commerce from €2,500, maintenance from €49 a month.
  • Slavic IT, in Corneilla-del-Vercol: €990 for 1 to 3 pages, €1,490 for up to 5 pages.
  • Élodie Gaborit: €990 to €2,500 for 3 to 8 pages, €1,990 to €5,000 for an online shop.
  • Éric Tison, freelance since 2011: brochure website from €1,200, online shop at €3,200, €600 a day for time-and-materials work, maintenance at €49 to €249 excl. VAT a month with no commitment.

Agencies

  • LMWEB: WordPress site from €690 excl. VAT plus €99 excl. VAT a month, with a 24-month minimum term.
  • WYCAN: brochure website from €1,200, WooCommerce shop from €2,500 to €5,000.
  • Domoveillance: brochure website from €1,500 excl. VAT, delivered in 3 to 6 weeks, online shop from €3,000 excl. VAT.
  • Capturit: brochure website at €150/month excl. VAT, plus €350 excl. VAT a year for the server, no build fee and no commitment.

Dycast, D2prod and several other agencies don't publish prices. For a site of a few pages, the two columns look very alike. It's once you go beyond a few pages that the gaps appear, and they no longer follow the label.

What a €1,000 website really pays for

Let's do the maths. A specialist site puts the average rate for a freelance developer in France at around €450 to €500 a day. Éric Tison, in Perpignan, charges €600 for a day of time-and-materials work. So a €1,000 website pays for about two days' work.

In two days, a good professional installs a theme, sets it up, adds your text and photos, and puts it live. That's a real service, and for a tradesperson who wants to be found on Google, it may be enough. What two days don't pay for: designing a site for your trade, writing your copy, thinking through what your customers are looking for, or building a booking system.

It's not about status. An agency that sells a €1,000 website spends the same time on it, or hands the work to a freelancer. So read the quote in days rather than euros. If it doesn't give them, ask.

When a freelance developer is enough

  • Your site fits in a few pages, with no special features, and your budget is under €2,000.
  • You have a very specific technical need. Olivier Pagé, in Perpignan, for example, describes himself as a full-stack Symfony and React Native developer.

Why a web agency is worth the difference

  • The site needs several skills. One developer is rarely as good at design, writing and SEO.
  • The site is your working tool. If it breaks down and stops you working, you want someone who answers, even in August.
  • You want images. With us, the team that builds your site can also shoot your film. It isn't compulsory, but it's one person to call.
  • The site has to last. It will need updating for years, sometimes without the person who wrote it.

Also ask how many people could take over your site. That one question strips away a lot of labels.

The real question: who owns the code?

Here's what many clients find out too late. When an employee writes software, the rights belong to their employer: that's article L113-9 of the French Intellectual Property Code. That article covers employees. Your freelancer isn't one, and neither is your agency.

For the rights to be assigned to you, you need it in writing, and not just any wording. Under article L131-3, each right assigned must be mentioned separately, and the scope of use must be defined: extent, purpose, place, duration. A paid invoice is not enough. We are not lawyers, so have the clause checked if the site matters to your business.

On that front, here's where the offers mentioned here stand. LMWEB's site states that the domain, content and code belong to the client. With us, it's the opposite, and we put that in writing too: at the end of the subscription, you take back your content, while the code and design stay with us (article 7.6 of our terms and conditions). In return: no design invoice, one month's notice, and a complete redesign included every three years. These are two honest models. The problem is not knowing which one you're signing.

Six questions to ask, freelancer or agency

  1. Who actually writes the code for my site? What's their name?
  2. How many days of work does this price include?
  3. If you're unavailable for three weeks, what happens?
  4. Who has access to the domain name and hosting? Are they in my name?
  5. Is there a written assignment of rights, and what does it cover?
  6. How long am I tied in, and what does leaving cost me?

A good provider answers these six questions without taking offence, whatever their status.

Capturit, web design agency in Perpignan

Capturit is a web design and video production agency, born in the Pyrénées-Orientales and registered in Perpignan since November 2024. We built the websites for Perpignan Télécom and Synapse Activ.

Our brochure website costs €150/month excl. VAT: up to 8 pages designed for your trade, with hosting, maintenance and changes included. You don't sign up for any fixed term, and one month's notice is all it takes to leave. Over three years, that's far less than buying a custom site, which costs a median of €18,000 according to La Fabrique du Net, before maintenance. For the full breakdown, read how much a website costs.

I work with Samy at Capturit on my company's website (Perpignan Télécom). After trying several providers, the choice was obvious!
